Federal Budget Sequester May Result in Fewer HIV/AIDS Medications for Patients.

Secretary of the U.S. Department of Health and Human Services (“HHS”), Kathleen Sebelius, has expressed concern that the federal sequester, which went into effect on March 1, will result in the impairment of the HHS’s ability to effectively treat and prevent human immunodeficiency virus and acquired immunodeficiency syndrome (“HIV/AIDS”).

Sebelius joined other department secretaries in writing letters to the Senate Appropriations Committee expressing the consequences their departments would suffer as a result of the federal budget sequester. She warned that decreased funding could result in fewer HIV/AIDS tests provided by the Centers for Disease Control and Prevention (“CDC”), as well as fewer life-saving drugs being made available to HIV/AIDS patients.

Without the necessary funds, HHS would have to make cuts at the CDC, resulting in roughly 424,000 fewer HIV tests being conducted by the CDC’s health department grantees. Sebelius also stressed that approximately 7,400 fewer HIV/AIDS patient would have access to the medications they receive through the AIDS Drug Assistance Program as a result of the sequester.

7 Year-Old Girl Raped Inside School in Delhi, India.

Police in Delhi, India have filed a First Information Report (“FIR”) after it was revealed that a 7 year-old girl was raped inside a school in the Mongolpuri municipality of Delhi.

In India, an FIR is a complaint lodged with the police by the victim of a cognizable offense. Only after an FIR is registered with the police station can the police begin the investigation of a case.

The FIR was submitted to the Delhi Police after a medical examination confirmed that the girl has been raped. The elementary school student is presently recovering at the Sanjay Gandhi Hospital, after suffering internal bleeding from the sexual assault incident.

According to the FIR, the girl was raped this past Thursday afternoon during school hours by a man inside her school. Traumatized from the brutal sexual assault, the girl was unable to provide any information about her attacker.

Police officials are coordinating with school authorities to identify and apprehend the child’s attacker.

Anesthesiologist Sued For Patient’s Brain Damage Injuries. Patient Receives $2 Million Settlement.

A 37 year-old female patient who had been experiencing recurrent sinus infections went in for an outpatient sinus surgery. She left the operating table with significant brain damage.

According to a medical malpractice lawsuit filed against the anesthesiologist responsible for her care, the patient  was given cocaine shortly after her surgery began, which caused her blood pressure to rise. The anesthesiologist then gave the patient a 10 mg dose of Labetalol, but failed to wait the customary ten minutes before giving her a second dose. Within the ten minutes period, the anesthesiologist gave the patient two doses of Labetalol, totaling three 10 mg doses.

The staff then undertook an eighteen-minute shift change, in which the patient’s vitals were not monitored or reported. When the shift change was completed, the incoming medical staff observed that the patient’s skin color had turned blue and the patient was in cardiac arrest.

After doctors revived the patient, they diagnosed her with encephalopathy, cerebral edema, and hypoxic brain injury.

The patient must now be under constant supervision and care as a result of her brain injuries.

The defendants settled the medical malpractice lawsuit for the policy limits of $2 million prior to trial.
